The Vallejo Waterfront Planned Development Master Plan aims to revitalize the Vallejo Waterfront and create a pedestrian and transit-friendly neighborhood with high density commercial, office, and residential units. Callahan Property Company has been chosen as the master developer.
Redevelopment of the waterfront is broken up into two parts:
Northern Waterfront
Central Waterfront
The Master Plan also calls for the redevelopment of the Southern Waterfront, but the Fifth Restatement approved in 2016 removed the area from the plan until the site can be cleaned. PG&E are currently cleaning the site.
The plan also calls for the creation of Vallejo Station, a multimodal transit hub for the North Bay and Solano County that will allow for the redevelopment of multiple portions of the Central Waterfront.
The Northern Waterfront consists of Parcels A, B, and C. This project is known as the Mariner's Cove project.
Parcel A, according to the Master Plan, allows up to 175 residential units on 10.8 acres and a 4.0 acre Wetland Park.
Parcel B will allow up to 12,000 square feet of retail.
Parcel C will allow up to 10,000 square feet of retail, potentially a restaurant.
The Central Waterfront consists of Parcels J, L, and O. This portion of the master plan also contains and revolves around the Vallejo Station project.
Parcel J will see the development of 286 stacked residential units in up to four stories on top of a one story parking garage that will provide 516 spaces. Up to 25,000 square feet of ground-floor retail are required for any buildings on Parcel J1.
Parcel L will see the development of up to 140 residential units; 102,000 square feet of retail and office space; 200,000 square feet for a 200-room hotel, restaurant, and conference center; and the addition of 1868 parking spaces. The parcel is broken up as follows:
Parcel L1: 1.9 acres for up to 140 condominium units in a two- to five-story building over two levels of parking (241 spaces) and 12,000 square feet of retail. A plaza greater than 1900 square feet will be created at the corner of Mare Island Way and Georgia Street.
Parcel L2: 1.9 acres for up to 63,000 square feet of office and commercial in a two- and three-story building over a one-level parking garage (215 spaces).
Parcel L3: 4.6 acres for a two-story parking garage (1190 spaces)
Parcel L4: A 2.8 acre vertical subdivision on top of the Parcel L3 garage that will create a two- and four-story building with 25,000 square feet of first-floor retail, with the 200,000 square feet 200-room hotel taking up the second through fourth floors. This will also include a two-story restaurant and meeting center. 172 parking spaces will be provided on the first and second stories.
Parcel L5: A 1.4 acre vertical subdivision on top of the Parcel L3 garage that will serve as a paseo between the Bus Transfer Facility on York Street and the Ferry Terminal.
In May 2019, the City Council terminated Callaghan Property Company's exclusive right to develop Parcel L4 on top of the Phase B Parking Garage. In February 2020, the City announced that it has begun negotiations with Holliday Development to construct 130 new residential units in its place.
Parcel O will see the construction of the Bus Transfer Facility on 6.2 acres as part of the Vallejo Station project.
During the City Council's 21 July 2020 meeting, staff revealed that the applicant has submitted a conceptual application for the central waterfront that also includes Holliday Development's mixed-use proposal.
The Vallejo Station project aims to create a multimodal transit hub for the North Bay and Solano County, providing a place where users can easily get to the Ferry Terminal from bus, walking, or biking.
The first phases of the project will see the construction of a two-story 750 space parking garage and a new Vallejo Bus Transfer Facility on York Street.
Phase B of the project will see the demolition of the Post Office site and the construction of the remaining 550 spaces in a new parking garage.
Ultimately, a drop-off/pick-up area will be constructed adjacent to the Ferry Terminal.
The Bus Transfer Facility and Phase A of the parking garage were completed in 2011 and 2012 respectively. The post office on the site for Phase B of the parking garage was demolished in 2019. An interim 300 space parking lot is now available until the City finds enough funding for the construction of Phase B of the garage.
