The Vacaville Downtown Specific Plan aims to revitalize Vacaville's downtown as a place with a diverse range of retail, housing, and transportation uses. After receiving two grants from Caltrans and Bay Area Metro, the City of Vacaville began preparing two plans.
The first, the Downtown Streetscape and Connectivity Plan, was funded by the grant from Caltrans and identifies improvements to streets within the planning area. It will ultimately be incorporated into the larger specific plan.
The second, the Vacaville Downtown Specific Plan, was funded by the grant from Bay Area Metro and will guide future development in the planning area.

Staff are currently working on the Vacaville Downtown Specific Plan. Staff will present a parking analysis that was prepared for the plan during the Planning Commission's meeting on 16 June 2020.
The Planning Commission recommended that the City Council adopt the Donwtown Streetscape and Connectivity Plan during their 4 February 2020 meeting. The City Council adopted the plan during their 25 February 2020 meeting.
An informational update on the plan's status was presented to the Planning Commission during their 19 May 2020 meeting.
The Downtown Streetscape and Connectivity Plan recommends converting the following streets into "complete streets":
These streets will get new Class II bike lanes and will improve pedestrian intersections.
The Downtown Streetscape and Connectivity Plan proposes adding new bicycle parking racks, areas for bike and scooter share parking, and a zone for "ride-for-hire" services near the Town Center. Vehicle drop-off zones are also proposed at Vacaville High School and the future Buckingham Charter School.
The Downtown Streetscape and Connectivity Plan proposes adding more downtown gateway signs like the current one on Davis Street, along with marquee signs along I-80.
The Downtown Streetscape and Connectivity Plan recommends adding trees to improve streetscapes, adding new trash bins and benches, and adding new public art. The Plan also recommends expanding CreekWalk by adding a new promenade to provide expanded views.
Also proposed are a few new programs:
The Downtown Streetscape and Connectivity Plan calls for an expansion to the Town Square to convert it into a Town Center. This new Town Center would be a new civic gathering space with outdoor restaurant seating, a participatory fountain, public art and street furnishings, better access to Andrews Park and CreekWalk, and limited vehicular access.
Such a Town Center would be constructed in phases as funding becomes available.
