The Solano360 Implementation Committee, during its regularly scheduled meeting on Monday, made decisions on which two firms to solicit Request for Proposals (RFPs) from.
Solano360 is located on the Fairgrounds site in Vallejo, right between Six Flags and I-80. The Solano360 Specific Plan, which was created in the early 2010s, calls for private development on the majority of the 149 acre site. A portion of the site will be utilized for a so-called "Fair of the Future," while the specific plan calls for the rest of the site to be developed with entertainment uses.
The City of Vallejo and Solano County issued a Request for Qualifications (RFQs) in late 2019, asking developers to prove that they are qualified enough to develop the site, citing financial history and previous projects of similar scales. The RFQ period closed on 31 January.
Of the four firms that submitted RFQs, JLL/IRG and Lewis Planned Communities scored the highest. The scoring was completed by staff from the City of Vallejo, Solano County, and the Solano Economic Development Corporation.
JLL/IRG proposes creating a hotel with an indoor Six Flags water park. The rest of the site would house mixed-use development, including high-density housing, retail, and entertainment.
Lewis Planned Communities has a similar mixed-use vision. Their proposal also includes sports courts to act as a buffer adjacent to I-80.
The Committee approved asking these two developers for a Request for Proposal, which would allow the firms to go into more detail on their proposed projects and financing, among other things. The RFPs will be due on 16 September. Staff will then have three weeks to review the proposals before the Committee' next meeting on 22 October, during which the Committee will select which firm to begin negotiations with.
