BENTONVILLE -- The Benton County sheriff's office did away with prisoners' in-person visits with loved ones last year. Instead, visits are conducted electronically, some through kiosks using equipment installed at the jail.

But Harris and others complain about not being able to connect to the system, or about lacking audio or video feeds when they do. Harris said she told workers at the jail's front desk about the technical problems.

The jail staff has turned in 13 maintenance tickets since the beginning of the year, and the company has sent out two technicians this year, once to replace a kiosk, he said. He added that the jail logs hundreds of visits each month.

Last year, the Washington County jail also switched to a video system. People can visit a Washington County detainee for free via a jail lobby kiosk up to two visits per week and can make phone calls for a fee.

Video visitation is in hundreds of jails and prisons across the country, said Wanda Bertram, a spokesman for the Prison Policy Initiative. Use of video visitation systems for jails and prisons began to grow five or six years ago, and it's common for jails to eliminate in-person visits after implementing video visitation, she said.

Ron Stanfill visited his son earlier this year in the jail. He said he's not a fan of the video visitation and would rather sit and talk with his son through a glass pane. He also doesn't like the quality of the video.

"This simple step alone has been shown to significantly lower the chances that a person will commit another crime after they get out. It also reduces the chance a person will commit an infraction inside the jail, which could adversely impact their release. In addition, it improves mental health outcomes and strengthens family units and community ties," he said.

All regular inmate mail will be scanned into the system and available for the inmates to view on the tablets and kiosks. Original mail will be destroyed after 30 days. Do not send original documents such as birth certificates, marriage licenses, social security cards, etc.

The facility will permit books and publications to be received through the mail. Each inmate may obtain no more than 4 books/magazines for retention in their cell. Any books in excess of the 4 must be discarded or donated to the facility library. All books/publications must be mailed directly from the publisher or Internet bookstore source.

Any books/subscriptions found unacceptable in accordance with the guidelines provided above will be returned to sender. The inmate will be responsible for contacting the publisher for reimbursement of funds for advanced or rejected publications. For security reasons, inserts and stamps may be removed by mailroom staff. Each received subscription/book will have the receiving inmate's name affixed either by address label, or written/stamped on the interior of the front cover. Removal of the identification will result in the publication being deemed contraband and it will be disposed of or placed into the facility library.

The Hernando County Detention Center inmate phone system is provided by Smart Communications. Phone account deposits can be made by family or friends by going to Smart Communications' website www.smartinmate.com, or contacting their Customer Service at 727-349-1561. Please consult with Smart Communications in regard to any required fees involving deposits.

If you would like to message with an inmate at the Hernando County Detention Center, you can do so by visiting www.smartjailmail.com. This will allow you to message an inmate as you would through text or email.

Be advised that Smart Communications inmate phone services are separate from Keefe Commissary (www.accesscorrections.com), and SmartJailMail (www.smartjailmail.com) accounts. Three-way phone calls are prohibited. If a number is identified as being used by an inmate for third party calls, that number will be blocked out of the telephone system. Abusing the phone will result in termination of phone service and/or disciplinary action.

Cash will NOT be accepted through the mail; only money orders, cashier checks and checks from government/law enforcement agencies will be accepted. Cash will only be accepted at the kiosks located in the lobby and visitation trailer of the Hernando County Detention Center.

Checks or money orders will be mailed to the Detention Center with the inmate's name, inmate ID number, and address, labeled "Inmate Accounts." The check or money order will be written to the inmate along with "Inmate Accounts" clearly written on the memo line of the check or money order.

The Inmates Name and ID number must be clearly Printed on the outside of the envelope or postcard to ensure the mail is posted to the correct account.

All regular inmate postal mail (Postcards, Letters, Greeting Cards, Pictures, etc.) will be scanned into the

system and available to the inmates to view their postal mail via the inmate kiosks.

We recommend registering at www.MailGuardTracker.com to receive notices when your mail is received, reviewed, and viewed by the inmate. If your mail is rejected for any reason by the facility, you can be notified with the reason why the mail was rejected in whole, or in part.

ATTORNEYS: In the interest of attorney-client confidentiality and privilege, we cannot accept legal mail by email or fax. This should be sent in by postal mail so that receipt can be documented and confidence is maintained.

The sheriff's office is responsible for operating the county jails, investigating crimes, traffic control, and maintaining communications with other law enforcement organizations. Although the sheriff's department has county-wide jurisdiction but mostly concentrates their activities outside city limits where municipal officers cannot operate.
