DILG Memorandum Circular No. 2019-151 provides the guidelines on the formulation of the local youth development plan, Comprehensive Barangay Youth Development Plan and the Annual Barangay Youth Investment Program of the National Youth Commission.

This is to ensure their compliance on their mandated function under Section 26 (d) of the Republic Act No. 10742 also known as the SK Reform Act.
