1. The LEAGUE will be called the Isle of Sheppey Pool League until such time as a sponsor may be found.
2. The AIMS of the league shall be to promote the game of 8 ball pool, to conduct competitions and to acquire sponsorship for the game to support the Kent County Pool Association and to engage in any business compatible with the achievement of these aims.
3. MEMBERSHIP of the league shall be open to all clubs and pubs on the Isle of Sheppey.
4. The COMMITTEE
a) The officers of the league shall comprise of the Chairman, Vice Chairman, Secretary and Treasurer. More than one of these should not be held by one person. If it is felt necessary a Fixture Secretary may be appointed who may or may not be of the aforesaid Officers. A Tournament Director may also be appointed or, if not, tournaments will be organised and run voluntarily by at least one officer. The officers of the league stand for election every two years.
b) The League Committee shall comprise of the officers above and a number of elected representatives from any team belonging to the League up to a maximum of 12.
5. The POWERS of the League Committee
a) The committee shall have the power to co-opt any other willing person onto the committee
b) The committee shall have the power to elect or appoint sub-committees for a particular purpose.
6. OFFICERS PROFILES
a) CHAIRMAN
He/She shall be the chief officer of the league and shall preside over all meetings and enforce all rules and regulations and perform such other duties as necessary. He/she accountable to the committee. He/She shall verify the accounts with the treasurer.
b) VICE CHAIRMAN
As above in the absence of the Chairman. Shall help any officer on this committee to carry out their duties if needed.
c) SECRETARY
He/She shall be responsible for the proper running of the league and its organisation. He/She shall ensure that all meetings are properly minuted and shall issue a copy to all officers and committee members. He/She will conduct all correspondence and will notify all officers and committee members of the date and venue of meetings. He/She shall have the power to act on behalf of this league and will at all times act in the best interests of the game. He/She will take instruction from only the elected officers.
d) TREASURER
He/She shall disburse funds on behalf of the league. He shall keep a true and up-to-date record of all income and expenditure of league funds. He/she shall collect all dues for membership to the league. He/She shall collect all sponsorship monies. He/She shall open and maintain the league bank accounts. The accounts of the league shall be produced by the treasurer at each committee meeting and additionally each year at the Annual General Meeting and shall be independently audited. Any member of the league shall have the right to examine the accounts by giving the secretary 24 hours notice in writing. All cheques must be signed by the treasurer and of the following officers: Chairman, Vice Chairman or the secretary. All payments of expenses to the members of the committee will be made after completion of a claim form with receipts where appropriate.
e) TOURNAMENT DIRECTOR
He/She shall be responsible for the proper running of all league events and competitions. He/She shall collect all entry monies and decide the distribution of this money as the prize fund. He/She shall find a suitable sponsor(s) and negotiate all sponsorship money for each event on behalf of the league. He/She shall ensure that all tournaments are played in venues fit for purpose. He/She shall handle any queries about events and competitions along with the secretary.
7. VOTING
Only registered league members may vote at the Annual General Meetings. Only two votes are allowed per team at an AGM.
8. MEETINGS
a) Nominees must be eligible to office or the league the committee
b) Extraordinary General Meetings of the league can be called by the committee or by the league secretary on receipt of a written request, stating the purpose of the meeting, from any league members
9. AMENDMENTS
The constitution of the league shall not be altered or added to except through a majority vote taken at a committee meeting.
10. FEES
All fees and levies shall be fixed by the league committee
11. GENERAL
a) The property of the league shall be vested in the league committee
b) Teams and players applying to register with the league shall accept rules and constitution of the league,
c) The committee shall have the power to introduce regulations with the regards to the operation of the league. Such regulations shall be deemed the rules of the league.
d) The accounts should be audited every year by the league appointed auditor or by a professional auditor. The decision of who audits the accounts should be decided at the AGM. The auditor should verify the accounts and accounts with the auditors report must be sent to every captain of every pool team two weeks before the AGM.
e) ALL business of the league shall be conducted by the league committee in accordance with its rules and constitution.
