Bill graduated from the University of Iowa in 1987, receiving a BBA in Finance. During his undergraduate studies, he attended the London School of Economics and Political Science during an overseas program.

In 1990, Bill graduated from the University of Iowa College of Law with distinction. While in law school, his Note and Article were published in the Journal of Corporate Law and he served as Article Editor for the Journal. 

Prior to returning to Waukon, he served as a clerk in the First Judicial District of Iowa from 1990-1991.

Bill joined his father, John, in practice in July of 1991.

From 1992-1994, Bill served as Assistant Allamakee County Attorney and served as Allamakee County Attorney from 1995-2008.
