In the era of disruptive innovation, many governments find it challenging to keep regulations up to date so that they do not lag behind rapidly developing technologies. As a way of preparing for the 4th Industrial Revolution, many governments emphasize that regulation should be responsive, outcome-focused, consultative, communicative, collaborative, and flexible. This research aims to present indicators of regulatory flexibility to assess regulatory reforms in the era of the 4th Industrial Revolution.
