Hi. I am an interdisciplinary regulation and governance scholar with a background in Political Science (Political Thoughts). I currently work as a Research Fellow in the Department of Regulatory Policy at the Korea Institute of Public Administration. I served as the Director of Regulatory Policy from January 2024 to July 2025. I received a PhD from the School of Regulation and Global Governance at the Australian National University.
At KIPA, my work mainly focuses on investigating how to regulate emerging technologies and unforeseen social risks such as COVID-19. I lead research projects on regulatory reform, regulatory innovation, flexible regulation, compliance with COVID-19 social distancing measures, and the development of AI-empowered RegTech public services. I also provide consultancy for government ministries and international organizations, and deliver executive lectures to domestic and international stakeholders. Before moving back to South Korea, I had the opportunity to closely observe the Brexit process while working as a Principal Researcher at the Korean Embassy in London.
I have a broad range of research interests, including regulatory governance, regulatory capitalism, flexible regulation for emerging technologies, AI RegTech, the discretion of street-level bureaucrats, data protection regulation, and Neo-republican institutionalism. My work has appeared in the Journal of European Public Policy, Regulation & Governance, Future Generation Computer Systems, and Urban Affairs Review, among others.
