Solutions form when a soluble substance, the solute, is mixed with a liquid, the solvent. Salt water is a common example of a solution. Techniques used to separate suspensions, such as filtration, will not work to separate a solution because the particles are dissolved in the mixture, not just dispersed through it.

Water based

Water is referred to as the universal solvent as it dissolves many substances. Brushes used with water based paints can be easily cleaned up with water. Many drinks, such as soft drinks, coffee and tea use water as the solvent or base. Alcohol is another useful solvent. You may have seen methylated spirits used to clean off pen and permanent marker when water would not work as a solvent.

As you probably know, water and oil don't mix. Interestingly, substances that dissolve in water won't dissolve in oil, and substances that dissolve in oil don't dissolve in water. Oil based paints must be cleaned with mineral turpentine, or turps. Sometimes you don't want a substance to wash off in water, such as sun cream, hence it would be oil based. Certain cosmetics and medications are also oil based to prevent them from washing off.
