With over three decades in law enforcement, Joe Collins launched his career in August 1985, ultimately serving the City of Two Rivers Police Department as Chief of Police and Acting City Manager—after joining in April 2005. A graduate of the FBI National Academy (Session 236), Joe is a nationally certified Use-of-Force and Firearms Instructor and served in leadership roles with the Wisconsin SWAT Association, the International Chiefs of Police Association, and as Chairperson of the Wisconsin Training and Standards Board. He holds a masters degree in Organizational Behavior and an undergraduate degree in the Administration of Criminal Justice.
After retiring from active policing, Joe transitioned to Acadia Healthcare as a Senior Public Safety Officer and co-created Acadia’s First Responder Outreach Program, focusing on behavioral health, mental fitness, and peer-centered resiliency. He now co-leads Sentinel Resilience Group, dedicated to empowering first responders and public safety professionals with practical strategies for trauma, resilience, and wellness.
Bill Mazur

Bill Mazur is a co-founder and Chief Resiliency Officer at Sentinel Resilience Solutions, bringing 25 years of law enforcement experience and nearly a decade of focused work in first responder behavioral health. He is a graduate of the FBI National Academy (Session 256) and a Master Resilience Instructor, uniquely combining cultural competence and professional credibility.
Bill launched his law enforcement career in 1992, serving in various positions with the Atlantic City Police Department, from Patrol Officer to Deputy Chief. His experience extends across all departmental divisions, including Operations, Investigations, and Support Services. In his role as Executive Officer to the Public Safety Director, he oversaw the Police and Fire Departments, Emergency Management, and Beach Patrol, a total of over 750 municipal employees.
After his retirement from active policing, Bill transitioned into a role as a Public Safety Liaison for Acadia Healthcare, where he provided treatment guidance for public safety personnel. Bill holds a Master of Arts in Human Resources Training & Development from Seton Hall University and a Bachelor of Arts in Criminal Justice/Law Enforcement Administration from Stockton University.

Chase Collins is the Chief Financial Officer at Sentinel Resilience Solutions, a consulting group dedicated to building the foundations of exceptional first responder care. With over a decade of diverse professional experience, his career journey has been deeply intertwined with the first responder community, attending and supporting events such as the FBI National Academy and numerous other public safety initiatives.
A graduate of Harvard University with a Masters in Management & Finance, Chase has held key leadership roles that blend financial expertise with human capital management. As a former VP of People & Finance, he has guided companies through international expansion and multi-million-dollar investor funding rounds. His financial acumen is further demonstrated by his work in financial modeling for community developments.
Chase’s background also includes extensive human resources and business development roles at leading companies such as Zillow and Amazon. At Amazon, he worked as a Technical Business Development Manager and Executive Recruiter, negotiating over $13 million in compensation plans while building out leadership teams for Alexa's international expansion. Chase is dedicated to empowering individuals and teams both within and beyond the first responder and veteran communities.
Dr Michael Genovese
Chief Medical Officer
Michael Genovese is a physician and attorney based in New York City. He is the chief medical officer, behavioral health at Access TeleCare, the largest provider of acute specialty telemedicine for health systems nationwide.
Dr. Genovese is chief medical advisor of Ascendant New York and medical director of NY Mental Health Center. Previously he served as the chief medical officer of Acadia Healthcare, the largest stand alone provider of behavioral healthcare in the United States.
He is a Diplomate of the American Board of Psychiatry and Neurology, a member of the American Medical Association, a Fellow of both the American Psychiatric Association and the American Society of Addiction Medicine, and a member of the American Academy of Addiction Psychiatry.
Dr. Genovese co-founded the multidisciplinary medical practice Long Island Mind and Body in New York while practicing as an attending physician at NYU/Winthrop University Hospital. He was a fellow at the NYU/North Shore University Hospital Child and Adolescent Psychiatry Program, and he completed his adult psychiatry residency training at the University of Connecticut School of Medicine.
Before beginning his medical studies, Dr. Genovese earned a Juris Doctor degree at the University of Pittsburgh School of Law. He is a member of the New York Bar and the American Bar Association and is an advocate for attorneys and first responders seeking treatment for addiction and co-occurring disorders.

Jay Campbell brings over two decades of expertise in the behavioral health, medical device, and pharmaceutical industries to Newport Healthcare. As the Chief Growth Officer, Jay is responsible for strategic planning, marketing execution, and operational integration at the enterprise level. He specializes in business development deployment, analytics, digital marketing integration, corporate public relations, and personnel development. Jay’s previous roles include Vice President of Business Relations at Acadia Healthcare and National Director of Business Development at CRC Health Group.
Throughout his career, Jay has been a staunch advocate for individuals with healthcare needs, collaborating with frontline providers and building multidisciplinary teams dedicated to delivering high-quality care. His leadership is marked by a commitment to nurturing future leaders, fostering positive cultures, and achieving measurable results. Jay’s extensive experience and passion drive his dedication to creating teams that connect devoted individuals and develop the leaders of tomorrow.
Jay was the visionary who created the First Responder Outreach Team within Acadia Healthcare, which led to the first-of-its-kind strategic partnerships aligning organizations and agencies to increase awareness about mental health resources and help those in need find culturally appropriate solutions. Through his leadership, thousands of first responders and their families have been positively impacted — with lives, families, and careers transformed for the better.
