State Collaboration Engagement Framework (SCEF) is a Vision 20/20 initiative to guide South Dakota to create and implement a Community Risk Reduction (CRR) Assessment and Plan to reduce the incidents or impacts of fire, injury, or other concerns for our emergency responder community. The SCEF is divided into 5 tiers or steps. Here's what we need to do for our first step, Tier V.
Establish a lead agency. Done - it is this committee.
Create a contact list for all fire service agencies with a primary and a secondary contact. We will solicit participation at the Joint Council meeting.
Create a coalition that includes a variety of fire service (and potentially other) representatives such as from different parts of the state, different sizes of agencies, and different duties such as chief, fire marshal, fire officer, technical rescue, fire investigator, fire inspector, firefighter, fire trainer, EMS, public educator, PIO, etc. The core will be made from members of the Joint Council.
Set meeting dates for the coalition (no more than every other month).
Set 3 - 5 SMART goals, aligned with available resources, to increase knowledge, collaboration, and inclusivity of the state's fire service groups towards statewide CRR. These should be specifically oriented to establish an educated coalition who can assess what we need to do to create a statewide community risk assessment.
Collaborate to prioritize needs and goals and draft an implementation plan with timeframes to move to Tier IV.
In Tier IV we will assess our ability to gather statewide data and stakeholders to conduct an assessment. We will continue to bring fire agencies on board to the idea of using a statewide risk reduction plan.
In Tier III we will assess the state's risks, publish the SD Community Risk Assessment, share it with the fire service, and solicit feedback.
In Tier II we will create a Community Risk Reduction implementation plan and share it with the fire service.
In Tier I we take action all across the state, look for outside partners, and evaluate initiatives.
