To start, a scout must request a Merit Badge Application from the Advancement Chair.
The Advancement Chair then appoints a merit badge counselor. They will provide the name, phone number, and address of your Merit Badge Counselor. After obtaining an approved Merit Badge Application a scout can begin work on a Merit Badge.
Once complete Scouts should return the signed Merit Badge Applications to the Advancement Chair which will then count toward their total merit badge count and next rank up.
Merit Badge books can be downloaded here https://www.scouting.org/skills/merit-badges/all/, purchased at any of the Scout Shops, or may be borrowed from the Troop 462 library. One can also find Merit Badge books in a public library, but make sure they are up to date with all current requirements.

Merit Badges are worn on a green Merit Badge sash which should be purchased from the Scout Shop. A Merit Badge sash is worn over the right shoulder of the Boy Scout uniform, and draped diagonally; it is never worn draped from the belt. The Merit Badge sash is worn only on formal occasions (i.e., Board of Review, Court of Honor, Scout Sunday).
