Election Transparency and Security Reform
This will amend the Shasta County Charter to include language that elections shall take place only on election day with limited absentee balloting. All ballots will be hand-counted by volunteers at the precincts. Public lottery will be used to select volunteers who will work in teams of four at the precincts to hand-count votes. Ballots and tally sheets will be projected for observers to view the counting process. Ballots will be counted without ceasing until final results are obtained. Results will be published on election night or shortly thereafter. Voter ID will be required to vote and voter rolls will be controlled and maintained locally and will not be connected to the internet. Paper poll books will be used at the precincts for voter check-in. A new voter roll shall be created upon implementation of this measure.
