How to Read This Chart
Over a number of weeks, the SAVE Task Force reviewed a wide range of options to address Berkley’s financial challenges. These include revenue strategies, cost-saving measures, grants, and operational changes. As shown below, some options are already in place or ongoing, some are being actively explored, and others are either long-term strategies or not feasible given Berkley’s size and structure.
To evaluate these options, we used a PICK Chart framework—sorting each idea based on impact (how much it helps) and effort (how difficult it is to implement). This allowed us to prioritize solutions that are realistic, effective, and timely.

While many strategies can contribute over time, the Proposition 2½ override emerged as the most immediate and impactful tool available. It is currently the only option that can significantly increase funding for day-to-day services in the short term, with relatively low implementation complexity compared to other solutions.
Residents often ask about regionalization, budget audits, and increasing business development. Regionalization was reviewed and, while it may offer some efficiencies, it would not provide significant short-term financial relief; however, it has not been ruled out and will continue to be explored over time. Business development is also frequently discussed, but it does not always result in immediate net revenue and can bring added costs and demands on town services, requiring a well-resourced and efficient local government to support it. Additionally, it is not universally supported by all residents. Lastly, a financial audit of the town has already been completed and is available on the Berkley website for public review.
