Ongoing Monitoring & Evaluation
To maintain financial stability, the Town must regularly evaluate its fiscal health and operational capacity.
This includes:
Monitoring revenue and expenses year over year
Tracking staffing levels and service capacity across departments
Reviewing budget trends and cost drivers (e.g., health insurance, pensions)
Identifying early signs of structural imbalance
These regular reviews allow the Town to respond proactively rather than reactively.
Public Accountability & Transparency
Transparency is critical to maintaining public trust and ensuring responsible decision-making.
The Town will:
Provide regular updates through the Finance Committee
Share key financial data and summaries with the public
Report progress at Town Meetings
Maintain accessible, easy-to-understand information on the SAVE website
Residents should be able to clearly see where the Town stands and how decisions are being made.
Ongoing Role of the SAVE Task Force
The SAVE Task Force was created to assess Berkley’s financial condition and identify sustainable paths forward. While its initial work focuses on recommendations, its role should not end there.
Moving forward, the Task Force can:
Conduct periodic check-ins on progress toward recommendations
Provide updates and summaries to the public
Support long-term planning discussions
Help ensure continuity as leadership or conditions change
This creates a layer of consistency and long-term oversight.
Defined Checkpoints & Milestones
To ensure progress is measurable, the Town should establish clear checkpoints:
6-month reviews of implemented changes
Annual financial assessments tied to budget cycles
Post–Town Meeting summaries to evaluate decisions and impacts
Multi-year tracking (3–5 years) of revenue growth and operational improvements
These checkpoints help ensure that plans translate into real outcomes.
Recognizing Uncertainty
While careful planning is essential, not all variables can be controlled.
Future conditions may be influenced by:
Changes in state aid
Economic shifts
Unanticipated capital or emergency costs
Regional and demographic changes
Acknowledging this uncertainty reinforces the importance of flexibility and ongoing review.
