The 2006 TX-23rd Congressional Election, a December contest between former TX-28 Representative Ciro Rodriguez and 14 year incumbent Henry Bonilla turned into a a strong win for the former representative that ended up becoming the final Democratic gain of the 2006 Midterm elections.
With judicially mandated redistricting forcing an all party jungle primary in the seat, Bonilla was held to just shy of a runoff, allowing for Rodriguez to, after playing footsie with the idea, mount a comeback to congress after loosing renomination in 2004, and the primary in 2006 to Henry Cuellar
In doing so, with enthusiasm on his side, attacking Bonilla for voting against a bonus for service members, and having supported a border fence, and despite attacks that Rodriguez was a 'terrorist sympathizer' and had 'bad judgement' for voting against a law that would've allowed the use of secret evidence in immigration hearings: Ciro Rodriguez won, with his base in San Antonio propelling him to a 8.6% victory.
