Before the full implementation of the Reynolds v. Sims decision in 1965, NJ's utilized it's counties for it's legislative districts. Granting one seat to each county in the state senate regardles of population, and Apportioning 60 seats by population for the General assembly.
Note: the decition was implemented in 1965 by bringing the total number of senators from 15 to 29 consolidating certain counties into districts while leaving others alone, and then reapportioning the seats accordingly. - The assembly was left alone retaining it's county wide legislative districts with aportionment by population until the first NJ redistricting in 1967.
