The 2024 HD-20 District Representative election in Puerto Rico, a contest between 2004 PPD candidate for the mayoralty of Cabo Rojo, now-PNP Emilio Carlo, and Interim incumbent Joel Sánchez Ayala resulted in the PPD losing HD-20 for the first time since 2008.
One of only two times the PPD lost HD-20 (the other being 2004), the crux of the reason for this loss was the PNP's strength in Cabo Rojo.
The reason for this strength was twofold, firstly, the overall PNP dominance throughout the island, and secondly, the strength of Mayor Jorge "Jorgito" Morales Wiscovitch, a strength similarly occurring in the swingy municipality of San Germán (due to PNP mayor Virgilio Olivera)
Looking to the Governor's race we find that the more progressive lean that Cabo Rojo displayed showed up in the Governor's election, allowing PIP Juan Dalmau to win the municipality, alongside the longtime PPD town of Hormigueros (which Sánchez Ayala won)
Likewise, these towns were both strong for (PPD) Pablo José Hernández, with the Resident Commissioner seeing one of his strongest margins in the territory out of Hormigueros.
Lastly, looking at the official ballots, Statehood won a 54.4% majority over the ballots cast in the plebiscite, Doing best in Cabo Rojo, and Worst in Hormigueros.
