I had a minute to do some research myself and this is what I did find out. https://www.stmarksyouthministry.org/sponsor-information I also scanned a page from a handout I found in my files. So it looks like no, they cannot be a parent. I cut and pasted the relevant section from the website I found. I'm sure there is probably something similar on a Diocese website too. If I find anything else I'll let you know.
WHAT IS A SPONSOR?
Your Confirmation Sponsor is someone who will help you grow in your faith. Like your Godparent, your Sponsor promises to pray for you, with you, and teach you more about the faith. Your sponsor should be someone you look to as an example of a faithful follower of Jesus. Our Sponsors and Godparents are such great gifts to us!
CHOOSING A SPONSOR
Your sponsor must meet the following requirements:
A Confirmed and practicing Catholic.
Is at least 16 years old.
Is not your mother or father.
Your Confirmation Sponsor should be a person of strong faith, and lives a life that shows a devotion to Jesus’ teachings. Through example and in interaction, your Sponsor can help guide you to grow in your faith, as you make a commitment to keep God central in your life. As a friend, role model and helper, your Sponsor can guide you on a life-long journey of faith.
Think about your family (grandparents, aunts, uncles, cousins) or maybe you have a friend whose parent sets a great example of being Catholic - then reach out and have a conversation. You can say, “I see you praying and living out the Catholic faith. I would like to invite you to journey with me as I prepare for Confirmation and learn to live a Christ-centered life. Would you be my Sponsor?”
Once you receive a yes to your invitation, you will need to give your Sponsor a copy of the Certificate of Eligibility. This form should be completed by your Sponsor and stamped with a seal by your Sponsor’s current parish priest or deacon. They will also need to provide a copy of their Confirmation Certificate.
