The whole purpose of formative assessment is to use the evidence and feedback collected to make a better decision to move student learning forward than the decisions that would have been made in the absence of that evidence. This requires teachers to monitor and adjust their next instructional steps and students to monitor and adjust their learning goals and strategies.
