本計畫延續前期計畫,探討如何將原民傳統文化融入部落休閒產業,藉以提升遊程深度並解決經濟與文化拉扯的問題。惟根據前期執行經驗,發現需要在人員、服務、組織與計畫等各方面加上強韌性,始能提供可靠、強健而且富有彈性的服務品質,型塑同時兼具深度與韌性的部落休閒產業典範。
This project continues the efforts of the previous one, exploring how to integrate indigenous traditional culture into tribal recreation industries to enhance the depth of tourism experiences and address the tension between economic and cultural interests. However, based on prior experiences, it has been identified that resilience is needed in various aspects, including personnel, services, organization, and the project itself, to provide reliable, robust, and resilient services, thereby shaping a model of tribal recreation industry that combines depth and resilience.
為了達到上述目的,本計畫擬提跨域課程、數位解方、競合聯盟、心理強健與計畫韌性等五大面向提案內容,分別從培養跨域人才、創新數位服務、擴大旅遊軸帶、謀求身心福祉與動態績效評核等各個層次來提高部落休閒產業的強韌性,因此涉及文物典藏、數位展覽、部落諮商與成效管理等各種社會責任實踐的創新作為。
To achieve these objectives, this project proposes content in five major areas: interdisciplinary courses, digital solutions, competitive-cooperative alliances, psychological resilience, and project robustness. These areas will enhance the resilience of the tribal recreation industry by cultivating interdisciplinary talent, innovating digital services, expanding tourism axes, promoting physical and mental well-being, and implementing dynamic effectiveness evaluations. As a result, the project will involve several innovative practices in social responsibility, including cultural preservation, digital exhibitions, tribal counseling, and effectiveness management.
預計本計畫完成後將帶來透過現代科技創新文化體驗與教育模式、提供部落諮商服務增進成員心理韌性、藉由競合聯盟強化部落與園區經濟活力、利用數位技術促進文化保存與融入產業,以及建立創新成效評估與管理模式並建立典範案例等各項重要效益。至於本計畫之分年分項關鍵績效指標,則請參考計畫書內容細節。
Upon completion, this project is expected to bring significant benefits, such as modern technological innovations in cultural experiences and education models, providing tribal counseling services to enhance members' psychological resilience, strengthening the economic vitality of tribes and the park through competitive-cooperative alliances, promoting cultural preservation and integration into industries through digital technologies, and establishing a model case for innovative effectiveness evaluation and management. 最後,本計畫將結合 OKR 與 SROI 創新推出 OKR4SROI 模式來進行成效評估與管理,並且分別從原民文化的保存與推廣、部落產業的開發與提升,以及心理健康的促進與維持等三大面向,提出分年目標 (O) 與關鍵成果 (KR),並透過針對 SROI 的討論、定義、計算與查核程序,每季修訂 OKR 且逐年回饋修正工作項目與計畫KPI。
Finally, this project will integrate OKR and SROI to launch the OKR4SROI model for effectiveness evaluation and management. It will set annual objectives (O) and key results (KR) in three major areas: the preservation and promotion of indigenous culture, the development and enhancement of tribal industries, and the promotion and maintenance of mental health. Through discussions, definitions, calculations, and verification processes of SROI, OKRs will be revised quarterly, and work items and project KPIs will be iteratively refined annually.
