Throughout the three-year project, we will continue to observe the changes experienced by different stakeholders, examine what works and what needs adjustment, and ensure that each stage moves closer to the long-term vision of a resilient tribal leisure industry.
OKR4SROI 將 OKR、KPI 與 SROI 放在同一個滾動架構中:以長期願景引導階段目標,以關鍵成果與行動觀測掌握進度,再從利害關係人的實際改變檢視計畫是否走在正確方向。
OKR4SROI brings OKRs, KPIs, and SROI together in a continuous improvement framework: a long-term vision guides stage objectives, key results and action monitoring track progress, and stakeholder outcomes show whether the project is moving in the right direction.
OKR 用來聚焦「這一階段要優先推動什麼」;KPI 協助觀察行動與場域的運作狀況;SROI 則辨識哪些改變真正發生、哪些仍有落差,作為下一階段調整策略與資源配置的依據。
OKRs focus on what should be prioritised at each stage; KPIs monitor how actions and local settings are operating; and SROI identifies which changes have taken place and where gaps remain, informing the next round of strategy and resource allocation.
本計畫以「基礎建構、場域深化、優化擴展」三個階段推進。各階段目標會依據現場情況與評估結果滾動調整,但始終指向同一個長期願景:發展兼具文化深度與韌性的部落休閒產業。
The project advances through three stages: building foundations, deepening local practice, and optimising and expanding. Objectives are adjusted in response to local conditions and evaluation findings, while remaining anchored in one long-term vision: developing a tribal leisure industry with both cultural depth and resilience.

2025|Building Foundations and Shared Direction
透過跨域課程、場域踏查與夥伴對話,團隊建立原住民族文化、數位科技與休閒產業實作的共同基礎;同時盤點各場域的文化資源、服務需求與發展特色,作為後續數位應用、人才培力、聯盟合作與成效評估的起點。
Through interdisciplinary courses, fieldwork, and dialogue with partners, the team established a shared foundation in Indigenous culture, digital technology, and tribal leisure practice. Cultural resources, service needs, and distinctive strengths across local settings were also mapped as a starting point for digital applications, talent development, alliance-building, and outcome evaluation.

2026|Deepening Local Practice and Youth Capacity Building
本階段以和平部落青年為核心,完成數位科技的認識與應用,並接續導入行銷與設計課程,培養參與場域實作、文化轉譯與服務創新的能力。同時,團隊持續推進賽夏文物館的數位加值、智慧導覽與虛擬博物館合作,並在 Wah! 幾散園區開展異業聯盟、心理陪伴與夥伴支持。
Centred on youth in the Maybalay community, this stage has established foundational digital literacy and applied skills, and will further introduce marketing and design courses to build capacity for local practice, cultural translation, and service innovation. The team is also advancing digital enhancement, smart guidance, and virtual museum collaboration with the Saisiyat cultural museum, while developing horizontal alliance, psychological accompaniment and partner support at Wah! Mcisal.

2027|Optimisation, Expansion, and Sustainable Transition
在前兩年累積的基礎上,計畫將持續優化文化保存、人才培力、數位服務與場域合作的做法,並擴大與教育機構的連結,逐步形成可分享、可延續的合作模式。這一階段也將為後續以「賺到錢、有意義、一起走」為主軸的計畫方向奠定基礎:讓文化與產業創造真實生計、維持文化意義,並在夥伴關係中持續前行。
Building on the first two years, the project will continue to strengthen cultural preservation, talent development, digital services, and local collaboration, while expanding links with educational institutions and developing shareable, sustainable models of partnership. This stage will also lay the foundation for a future direction centred on “Earning a Living, Creating Meaning, Moving Forward Together”: creating real livelihoods through culture and industry, sustaining cultural meaning, and progressing through lasting partnerships.

How Do We Track Change?
團隊透過訪談與持續對話,整理各類利害關係人在參與過程中所經驗到的改變,並以成果事件鏈釐清行動、改變與證據之間的關係。這些資料將作為判斷計畫方向、調整資源配置與持續優化行動的重要依據。
Through interviews and ongoing dialogue, the team identifies the changes experienced by stakeholders during their participation and uses outcome event chains to clarify the relationship between actions, changes, and evidence. These findings inform project direction, resource allocation, and continuous improvement.

Disclosure Principle
2026 年 SROI 分析目前仍在進行中。為確保公開內容建立在完整的訪談、成果事件鏈與資料檢核之上,相關改變內容與分析細節將於評估完成後分階段公開。
The 2026 SROI analysis is currently in progress. To ensure that published findings are grounded in complete interviews, outcome event chains, and data verification, details of stakeholder changes and analysis will be released in stages after the evaluation is completed.
計畫推動並不是依照既定腳本一路前進,而是在現場合作、夥伴對話與實作經驗中持續學習。當場域條件、需求或合作方式改變時,團隊會重新檢視原有規劃,調整行動重點與資源配置。
Project implementation does not follow a fixed script. It involves continuous learning through local collaboration, dialogue with partners, and practical experience. When local conditions, needs, or modes of collaboration change, the team reviews its original plans and adjusts priorities and resource allocation accordingly.
1. 因應重要文化時程,深化賽夏文物館合作
Deepening Collaboration with the Saisiyat Cultural Museum
今年適逢賽夏族矮靈祭十年大祭,團隊調整原有場域合作安排,轉而與賽夏矮人祭場文物館直接合作,推進文物數位典藏、智慧導覽與展覽加值工作,並逐步建置虛擬博物館。
As this year coincides with the ten-year Saisiyat paSta’ay ceremony, the team adjusted its original local collaboration arrangements and began working directly with the Saisiyat cultural museum. The collaboration advances digital archiving of cultural objects, smart guidance, exhibition enhancement, and the gradual development of a virtual museum.
2. 以青年培力重啟和平部落合作
Renewing Collaboration with Maybalay Through Youth Capacity Building
在協會組織與人力變動後,生活館與既有智慧導覽缺乏穩定使用與維運的人力。隨著返鄉青年投入部落觀光,團隊重新以青年培力作為合作起點,完成數位科技的認識與應用,並將接續導入行銷與設計課程;同時持續維護、必要時升級生活館與祭場的智慧導覽。
Following organisational and staffing changes within the association, the living centre and existing smart guides lacked stable capacity for regular use and maintenance. As returning youth became involved in tribal tourism, the team renewed its collaboration through youth capacity building, completing foundational digital literacy and applied skills training and preparing to introduce marketing and design courses. The smart guides at the living centre and ritual grounds will also continue to be maintained and upgraded where needed.
3. 從敏感議題轉向日常心理陪伴
Shifting from Sensitive Issues to Everyday Psychological Accompaniment
原先的心理服務規劃聚焦於部落心理健康議題;經由與長輩的對話,團隊理解到部分議題涉及複雜的文化脈絡與社群敏感性,需要以更審慎的方式處理。因此,團隊先將重點放在建立互信與陪伴關係。
The original psychological service plan focused on community mental health issues. Through dialogue with elders, the team recognised that some concerns involve complex cultural contexts and community sensitivities that require a more careful approach. The focus therefore shifted first toward building trust and relationships of accompaniment.
今年 Wah! 幾散園區面臨搬遷與營運調整,團隊在陪伴夥伴因應壓力的過程中,將心理服務重心調整為園區的日常心理陪伴與支持,使心理專業更貼近合作夥伴當下的實際需要。
When Wah! Mcisal faced relocation and operational adjustments this year, the team supported partners as they navigated related pressures. This led to a shift toward everyday psychological accompaniment and support within the park, making psychological expertise more responsive to partners’ immediate needs.
這些調整將持續納入 OKR4SROI 的檢討與評估,作為下一階段規劃的重要依據。
These adjustments will continue to inform OKR4SROI reviews and evaluation, providing an important basis for planning the next stage.
