I have handled employee expense claims for several years (albeit less so recently), and the VAT involved with regards to parking can be a challenge; particularly when employees lose receipts or don't give enough information. However, the advent of PayByPhone, RingGo, et. al. changes the factor in relation to receipts - if someone has used one of these services, they can invariably get a VAT receipt.

A short while ago, I handled an expenses claim that included RingGo receipts for street parking (I knew it was street parking, as I had used it myself a few weeks prior to handling the claim) that charged VAT on the entire cost, rather than splitting out a parking charge and admin fee and applying VAT to the admin fee only. Back when I was handling claims frequently, I would see on the invoices that the costs were split and VAT applied only to the administrative element. So what changed?

The parking is still ultimately provided by the council, but who is the customer when it comes to paying via phone/internet? Are we the customer of the private entity, who are in turn the customer of the council, or are we the customer of both, with the council providing one service and the private entity providing another? Why did RingGo at one point in time charge VAT only on an admin fee, but now charges VAT on the entire cost? I have been unable to find any discussions on changes in the legislation, or of any cases ruling that such entities must charge VAT on all payments collected.

I haven't heard of any change regarding on-street parking being VAT exempt, and RingGo is certainly not providing that service as they don't own the parking spaces. They are only providing the admin. Are you sure there is not a car park on that street as well as on-street parking? That might explain it.

You will need to turn on parking notifications in the Ringo app. I recommend leaving all others disabled as they charge 10p per text! Once you have paid for parking once, add their number to your contacts.

Profile: The profile uses the Received Text trigger, it looks for texts from the Ringo number and that (optionally) contain your numberplate and the expected parking location (this uses a simple regex - if your text has a different format you may need to change this - just copy the start of the text then add a *).

This part is the bit that causes your phone to alert you if you forget. In this case it will beep at you every 15 minutes while connected to a specific wifi network (I use my work wifi) if you have not received the parking confirmation text.

Visiting UK next week and trying to make a ringgo account for car parking, however it does not seem to accept my US mobile number when creating an account. Any way to create an account as a tourist without a local UK number?

I've noticed in some places, that sometimes the parking charges are higher when using the RingGo app. For instance, Oxford Park And Rides are 2 for 11 hours, but 2.40 from RingGo. The "free" one hour ticket, is also 40p extra in RingGo (for a total of 40p)

Now, none of the notice boards tell you this, as far as I can see, they just say you have to pay within 10 minutes of arrival. Meaning you could be already on the bus to your destination before you pay for your parking, and the 40p surcharge could come as a bit of a surprise

We use the RingGo system in our car parks which lets you pay for your parking with a credit or debit card by phone, rather than using cash at a machine. When you park your car in an area featuring the RingGo service, you simply call the number shown on the machines and pay for your parking over the phone.

You will first need to set up an online account with the RingGo cashless parking system. There is then a simple application process for your virtual permits to get the discounts in the car parks you wish to use. As the scheme is based on a virtual permit system, it is necessary to apply for each car parking zone you wish for the discount to be applied in.

You can take advantage of free 30 minute parking sessions throughout the day, but they must start at least one hour apart. The RingGo booking system will not accept a free booking unless one hour has elapsed since your last free session. You can however, still pay for your parking during this time.

RingGo Park & Ride (P&R) is a quick and easy mobile phone service, which lets you pay for your Park and Ride parking and bus journey with a credit or debit card, rather than using cash at a machine. When you park your car in one of the Park & Ride sites, you simply contact RingGo by smartphone app, calling, SMS or on-line, and pay for your parking by phone.

When you park your vehicle using RingGo P&R in Winchester, you pay a 30p convenience charge on top of the normal parking tariff charges which apply. This parking charge will be shown on your monthly credit/debit card statement.

RingGo is a cashless way to pay for your parking in Lancaster and Morecambe using just a mobile phone and a credit or debit card. Cashless parking is a quick and secure way to pay for parking if you do not have change available for the Pay and Display machine.

There is an additional 20p convenience fee for paying to park with RingGo.

If you order either a text confirmation message of your parking session being paid or a text reminder, for when your parking is going to run out, you will be charged for these texts, at a cost of 10p per text message.

If you need a VAT receipt for your RingGo parking session, you can view and print it online at the RingGo website. For security you will be asked to enter your 4 digit PIN which was provided when you used the online system the first time.

We advise that you should not pay in advance for your parking session for two reasons. Firstly, because there may not be a space available at your chosen location when you try to park. Secondly, because the metered time of the parking session will commence as soon as you finish making the RingGo call.

When you park with RingGo no ticket is created. Because your car will not be displaying a pay and display ticket the Civil Enforcement Officer when patrolling the car park, will check your number plate on a mobile phone linked to the RingGo system. This will confirm whether you have a valid parking session booked with RingGo.

First, choose where you want to park - there will be signs telling you the location code, which you'll need to enter into RingGo. Choose the vehicle you'd like to park there, and how long for. Pay the parking fee, and off you go!

You can also use the RingGo website to pay for your parking by logging in online and filling in the details. You can visit the website from any mobile phone or tablet with internet access, or a laptop or desktop computer.

If you use the RingGo 'text to park' option, you'll pay for the text message at your standard rate. You'll also pay 10p for the automatic text message which confirms your parking details. Any further optional parking confirmation messages and reminder texts (alerting you when your session is about to run out), cost 10p per message.

If you need a VAT receipt for your RingGo parking session, you can view and print it online by logging into the RingGo website. If you provide them with your email address, you can opt to receive a receipt automatically every time you park.
