John Casper Whittle

John Casper Whittle was born May 28, 1835 in Mersea, Ontario to Thomas Levi and Mary Amelia Fulmer Whittle. John served as an early member of the Richmond City Council from 1868-1872 and as Mayor of Richmond form 1883-1886.

Member of the City Council (1868 - 1872)

After the death of his father in June of 1868, John Casper Whittle was appointed as a member of the City Council to fill his fathers missing spot.

Mayoral Term (1883 - 1886)

John C. Whittle served two terms as the 6th Mayor of Richmond from 1883-1886. Due to pore recording, not much information was preserved about John Whittle's Mayoral Term.

He was succeeded by Thomas H. Griffin.

John Whittle served as the first Mayor born outside of the United States and was the first Mayor to have served as a City Council member before his term as Mayor.. John's great-grandson, Derwin Casper Merrill, also served as Mayor of Richmond, making them one of a few family related Mayors of Richmond.

Epilogue

John Casper Whittle died April 11, 1896 in Richmond. He was buried in the Richmond Cemetery.
