City Council Minutes

Richmond City Minutes

1868 - 1948

Richmond was incorporated Feb 26, 1868. Soon after, an election was held to have a Mayor and five City Council Members elected. As part of Federal Law, a record of the minutes of all city council meetings must be made, and the first City Council meeting met on May 28, 1868.

As time went on, the Utah State Agricultural College (Utah State University), in cooperation with the Utah State Historical Society, had the City Council Meetings from 1868 - 1948 recorded on microfilm in 1955 for easy public access. The microfilm has a total of 1 unbound signature and 7 volumes of City Council Minutes labeled in order of the Alphabet. However, there is a leap of absence from 1889 - 1897 of City Council Minutes and is replaced completely with the Minutes of the Board of Health. Due to this, some information about Mayoral terms and who served in the city council has almost been lost to history.

Because the Utah State Historical Society, operated by the Church of Jesus Christ of Latter-day Saints, participated in the microfilming of the Minutes, a copy was given to the organization and is located in the FamilySearch Library in Salt Lake City, Utah. On Aug 23, 2019, the City Minutes were digitized on FamilySearch.org and are free to the public eye with a FamilySearch account.

2000 - Today

After the launch of Richmondutah.org in 2007, all City Council Minutes as early as 2000 are digitally available to the public for free on their website.

1949 - 1999

The remaining City Council Minutes of 1949 - 1999 have not been made available online, digitized, or microfilmed. The only source for the City Council Minutes is going to the Richmond City Park Community Building and asking for a copy of the minutes.
