On Dec 18, 2007, during a City Council Meeting, Mayor Mike Hall tasked City Council Member Terry Wierenga with building and publishing a website for the city.1 Richmond-utah.com was launched in Dec 2007 to help get news out farther and faster, and allow individuals to pay for their utility bills online.
Multiple changes have been made to the webpage, such as:

Richmond-utah.com domain name was changed to Richmondutah.org in 2019, then renamed Richmondutah.gov in 2024.
The most recent theme change was sometime in June of 2022. This change was made using the Municipal Website Design website, municode.com. This site is dedicated to making webpages for cities across America, including North Ogden.
