In celebration of the 200th Anniversary of the signing of the Declaration of Independence and the establishment of the United States of America, 1976 Bicentennial Committees were organized throughout the United States and Cache Valley. The Richmond Bicentennial Committee was organized as early as Jan 12, 1976, with Roland William Anderson and his wife, Alice Christena Nuffer, as Co-Committee Chairmen.3
History Book
The Bicentennial Committee began working to organize and discover historical documents and record information about Richmond's History. The committee started as early as Jan 12, 1976. Former Mayor Amos W. Bair, the oldest member of the committee and grandson of Richmond Founder John Bair, was called to author the book. History of Richmond, Utah by Amos Bair was published on July 7, 1976, for $8 per book, and was the first city official history book about Richmond's history.1
Star Garden
In 1976, a section of land in the City Park was designated for the creation of a garden to commemorate the U.S.'s anniversary. Roland William Anderson and Alice Christena Nuffer, members of the Bicentennial Committee, were in charge of the project.
The Star Garden was designed by Brent Q. Mecham, with the Richmond Ward Aaronic Priesthood donating the flagpole, constructed by LaMar Carlson. The garden was dedicated after a Church meeting on June 27, 1976 by Amos W. Bair.2
Other Projects
Other projects undertaken by the Bicentennial Committee included the restoration of the DUP Relic Hall, the addition of two new tennis courts, and the planting of over 105 trees.4

Buildings on the National Register of Historic Places
In 2001, before the Historic Preservation Commission was organized, citizens of Richmond began an effort to place homes and buildings onto the National Register of Historic Places. 19 buildings were up for the Register, 17 were in for the final, and 14 were placed on the Register. Because of their efforts, Richmond has the second most buildings on the Register in the valley, just behind Logan, Utah.1
Annual Senior Tribute
In December of each year, the Preservation Commission would host a Senior Tribute at the renovated Relief Society Hall. Anyone who was 80 years or older was allowed to attend the tribute.
