Democracy and the Foreigner confronts us with a diagnostic question: Instead of asking ‘how should we solve the problem of foreignness?’ or ‘What do we do about them?’ the book poses a question that is distinct but might help with those others — ‘What problem might foreignness be solving for democracies, as we fret about or welcome immigrants, try to secure our borders or welcome the new cosmopolitan age?’
