The St. Pavlov Foundation is the main faction for Reverse 1999 that houses many mysteries. Inside the headquarters, the arcanists besides Vertin are able to bear the "storm" and avoid being reversed in time. They wish to bring peace among ordinary humans and arcanists, in contrast to Manus Vindictae, who aims for Arcanist supremacy.
