Severe Tropical Storm Kristine (Trami) entered the Philippine Area of Responsibility as a tropical depression, rapidly intensifying before striking Isabela. It caused heavy rains, floods, landslides, and significant disruption across the Bicol Region, displacing thousands and resulting in casualties. Soon after, Super Typhoon Pepito (Man-yi) directly hit Catanduanes and other Bicol areas, bringing torrential rains, strong winds, flooding, and storm surges. These back-to-back disasters highlighted the region’s vulnerability and the need for stronger disaster preparedness and coordination.
To address this, DILG Region V is implementing the “Resilience in Action: Assessing Severe Weather Disturbances' Impact on the Bicol Region and Leveraging Future Preparedness” initiative, which brings together stakeholders—particularly Local Disaster Risk Reduction and Management Officers—to review the storms’ impacts and strengthen LGUs’ capacity in preparedness, response, mitigation, and recovery. The first day will feature workshops and assessments, while the second day will involve Local Chief Executives in developing stronger, action-oriented disaster management strategies.
The initiative will also produce a knowledge product documenting challenges, gains, and lessons learned from both typhoons, supporting policy-making and future disaster planning. DILG Region V aims to strengthen its Health and Emergency Operation Center (HEOC) for improved monitoring, communication, and coordination, ensuring LGU compliance with preparedness measures.

2. To evaluate the preparedness and response strategies of LGUs;
3. To facilitate knowledge sharing and capacity building for disaster management;
4. To formulate recommendations for improved disaster response and future preparedness plans;

6. To enhance public awareness and community engagement in disaster preparedness, response, prevention and mitigation, and recovery and rehabilitation plan for future disasters.
