According to Wikipedia, the Vatican city is about 121 acres. On landsearch I was able to find plots of land larger than 121 acres for less than $50,000 so it is possible to make Ardaria larger than the Vatican city.

We would make necassary things, like water and electricity, avalible before anyone moves in. We will also build a few houses ahead of time for people to move into.

The country would mainly use solar power as its source of electricity, along with other forms of green energy.
