Decryption and Interpretation: "You are helpless without me, like a baby in a hole. I am the one true GOD, the Divine Prophet. Only those who follow my teachings and image may pass peacefully into the Great Billond." This decryption was derived through the Caesar Cipher. The Bill Scholars have interpreted this except to mean that Bill Cypher is here to guide us on the righteous path. When he says he is "GOD, the Divine Prophet" it means he is the Prophet of Bill and the vessel of which Bill will use to shine his wisdom upon the people.
