VIDEO SURVEILLANCE POLICY

Policy Statement. Branch 295 is committed to measures that enhance the safety of our members, volunteers, and employees in a manner that accords with both best practise guidelines and reasonable expectations of privacy.

PURPOSE OF VIDEO SURVEILLANCE

1. Branch 295 video surveillance is intended to enhance the safety of members, guests, and staff and to deter theft or vandalism. The primary purpose is to enable staff and patrons to check the exterior areas before exiting the building particularly at night.


SYSTEM DESCRIPTION

2. On October 8th 2022, a new SWANN DVR4-4580G Video Surveillance System was installed and put into operation with four external cameras on the south exterior of the building. Coverage is East-south-east, south, south-west, and west-south-west. The parking area and the green seacan are covered. There are no interior cameras.

3. The cameras are hard-wired to a DVR located in the emergency exit area with a VGA connection to a monitor. Recording is triggered by motion sensors on the camera. Older video is automatically overwritten when the DVR storage capacity is near full.

4. IT Services removed the old system computer and monitor in the office for disposal. At present there in no interior surveillance.

5. The small TV monitor near the exit door in the bar area can be connected to the DVR with an HDMI cable. At present there is no remote control for the TV and we are not sure if we can get the proper resolution on the screen. It is likely that the DVR output needs to be reconfigured and that would likely impact the VGA monitor.

MONITORING RESTRICTIONS

Guidance for the acceptable use of video surveillance is given in various British Columbia and Canadian privacy laws and guides.


  1. Notices should be posted inside and outside to inform staff and patrons that the premises are under video surveillance.

2. The branch reserves the right to install interior cameras without further notice to anyone.


3. Cameras shall not be installed for the purpose of surveilling staff or volunteers at work.


REVIEW OF RECORDINGS


1. Review of recordings for evidence of wrongdoing should be done only by a person or persons authorized by the Branch Executive.


2. The technical support authority will require unimpeded access to the system including stored video for service and maintenance purposes.


3. The branch will cooperate with law enforcement if our captured video is likely to be of help to them.
