Raj Pratap Singh is a retired civil servant with a distinguished career spanning over 41 years, marked by a deep passion for energy transition and public service. Holding postgraduate degrees in electrical engineering and public administration, Singh has made significant contributions across state and central government roles, as well as in international assignments, including a tenure at the World Bank in Washington, DC.
During his illustrious career, Singh served as Joint Secretary and Private Secretary to the Prime Minister in the Prime Minister’s Office, a role that showcased his leadership and governance acumen. Following his retirement in June 2018 as Agriculture Production Commissioner of UP, he served as Chairman of the Uttar Pradesh Electricity Regulatory Commission until June 2023. Currently, he holds the position of State Election Commissioner, Uttar Pradesh.
Singh’s expertise lies in regulatory frameworks, corporate governance, and policy formulation, particularly in the electricity sector. He played a pivotal role in shaping regulatory policies in Uttar Pradesh, championing fairness, efficient energy distribution, consumer protection, and the adoption of clean energy solutions. His tenure brought transformative changes to the state’s electricity sector, characterized by enhanced transparency, robust governance, and anti-corruption initiatives.
His international experience as a Senior Advisor at the World Bank enriched his regulatory perspective, enabling him to integrate global best practices into local contexts. Representing India at various international forums and visiting over 40 countries, Singh has consistently demonstrated a commitment to impactful governance and sustainable development.
He currently serves as the State Election Commissioner of Uttar Pradesh. Additionally, he also holds the position of Honorary President of the Indian Chapter of the Association of Energy Economics.
