All legislative authority shall rest in a bicameral body known as the National Assembly, composed of the House of Delegates and the Council of Islands. Members of the House of Delegates shall be elected every two years according to population-based districts, while each major island or floating district shall elect two Councillors to serve four-year terms in the Council of Islands. The National Assembly shall have the power to enact laws, collect taxes, regulate trade, declare war, approve budgets, create courts, and oversee the Executive. It may not pass laws that infringe upon the fundamental rights of the people, nor grant titles of nobility.
Executive authority shall be vested in the President of the Republic of Raft Island, elected for a four-year term and limited to two total terms in office. The President shall serve as Commander-in-Chief of all defensive and maritime forces, enforce the laws, appoint officials and ministers with the approval of the Council of Islands, negotiate treaties subject to legislative consent, deliver an annual report on the state of the Republic, and issue directives consistent with law. A Vice President shall serve as successor, and additional succession procedures shall be established by law.
Judicial authority shall be held by a Supreme Tribunal and any lower courts that the National Assembly may establish. Judges of the Supreme Tribunal shall be appointed by the President with the approval of the Council of Islands and shall hold office during good behavior, removable only by impeachment. The courts shall interpret this Constitution, resolve disputes under national law, handle maritime and inter-island cases, and protect the rights of citizens against governmental violation.
The Republic of Raft Island consists of multiple islands and raft-districts, each allowed to manage its local affairs as long as its laws do not conflict with the Constitution or national authority. All citizens may travel, work, and conduct business freely across the islands without discrimination, and no island may impose barriers or special restrictions on citizens of another. Public acts, records, and legal decisions of one island shall be respected by all others under national law. Disputes between islands, whether over resources, jurisdiction, or shared waters, shall be resolved peacefully through negotiation or by the national courts when necessary.
Amendments to this Constitution may be proposed whenever the evolving needs of the Republic demand it. A proposal may originate either through a two-thirds vote in both houses of the National Assembly or through a convention assembled at the request of two-thirds of the islands or floating districts. When an amendment has been formally proposed, it shall be communicated clearly to the citizens of the Republic through public notice, debate, and publication, ensuring that all inhabitants have the opportunity to understand the consequences of the proposed change. An amendment shall become valid when ratified by three-fourths of the islands or by a national referendum in which at least three-fourths of participating voters approve the measure. The National Assembly shall determine the manner of conducting such referendum. Amendments once ratified shall be incorporated into the constitutional text, binding upon all branches of government unless later altered through the same process. No amendment shall deprive any island of its equal representation in the Council of Islands without its consent.
The Constitution of the Republic of Raft Island shall stand above all other forms of law, and all governance shall flow from its authority. Any law passed by the National Assembly, any executive directive issued by the President, and any ruling issued by the judiciary must conform to the principles and restraints expressed herein. When conflicts arise between national and local laws, or between statutes and this Constitution, the Constitution shall prevail. Public officials at all levels — national, island, and district — shall swear an oath to uphold and defend the Constitution before assuming office. This oath shall affirm loyalty not to any single leader or institution, but to the enduring framework of law, rights, and responsibilities that define the Republic. No religious or ideological test shall be required as a qualification for public office. The National Assembly shall ensure that copies of this Constitution are preserved, maintained, and made accessible to the public in physical form, digital form, and any means suitable for the maritime conditions of the Republic.
The ratification of this Constitution shall mark the formal establishment of the Republic of Raft Island’s system of government. Once this document has been approved through a nationwide referendum, conducted fairly and transparently, it shall take immediate effect, superseding any provisional or temporary systems previously in place. The transition to constitutional governance shall be carried out peacefully and in an orderly manner, with interim officials continuing their duties until successors elected or appointed under this Constitution are qualified to assume office. All islands and floating districts shall be notified of ratification results, and the first meeting of the National Assembly shall convene at the time and place designated by provisional law. Ratification shall affirm the collective will of the people and shall signify their commitment to uphold the principles of liberty, justice, responsibility, and unity across all waters and territories of the Republic.
In full recognition of our shared responsibility and our common destiny upon the waters, we, the People of the Republic of Raft Island, affirm this Constitution as the guiding framework of our nation. With trust in the principles of liberty, justice, and cooperation, and with confidence in the generations who will follow, we pledge to uphold these provisions and to protect the unity and well-being of our Republic. Let this Constitution stand as a testament to our collective will and as the foundation for a future of stability, strength, and harmony among all islands and communities of Raft Island.
