As CEO of GTE Grupo, Rafael A. Alvarez Fonseca has held executive responsibility for multidisciplinary engineering services involving major water and sanitation infrastructure. The organization’s documented experience includes:
Spillway engineering for a reservoir with a storage capacity of 354 million m³.
Final lining of a 24.30 km water-transfer tunnel, 4.80 m in diameter, with a conveyance capacity of 10 m³/s.
Engineering related to a reservoir intake structure measuring 7 m in diameter and 75 m in depth.
A water treatment plant with a processing capacity of 6 m³/s, including 18.3 km of raw-water conveyance and 12.2 km of treated-water conveyance.
Approximately 18 km of potable-water distribution networks.
A wastewater treatment plant with a processing capacity of 3 m³/s.
More than 135 km of sewer networks.
Aquifer evaluations and reservoir-management studies associated with reservoirs averaging approximately 450 million m³ in storage capacity.

District Metered Areas and Water Loss Management
Technical work related to network sectorization, District Metered Areas (DMA), flow and pressure monitoring, hydraulic boundaries, pressure management, and Non-Revenue Water (NRW). The operational objective is not simply to divide a network, but to create manageable areas where changes in system performance can be detected, investigated, and corrected.
Water Utility Operations
Evaluation of distribution-system behavior under real operating conditions, including continuity of supply, pressure variations, system losses, pumping operations, field information, and coordination between engineering, operations, maintenance, and commercial departments.
Agriculture and Infrastructure-Related Assets
Application of engineering and operational management to greenhouse production, irrigation and fertigation systems, agricultural facilities, land operations, and infrastructure-related assets in Florida and Texas.
