Rafael A. Alvarez Fonseca is a Civil Engineer with a Master’s degree in Hydraulic Resources and more than twenty years of experience in water systems, hydraulic infrastructure, and operational management.
His professional experience covers the planning, design, modeling, and operation of water supply systems, including reservoirs, transfer systems, distribution networks, District Metered Areas (DMA), pressure management, and Non-Revenue Water control.
His work is grounded in the practical relationship between engineering analysis and field operations: understanding how systems behave, identifying the causes behind performance problems, and translating technical information into operational decisions.
In addition to water infrastructure, he has managed agricultural operations and infrastructure-related assets in Florida and Texas. He publishes the English-language series Engineering Insights and the Spanish collection Reflexiones desde la Operación del Agua.
