The Potentiometer by changing the speed and the brightness of the LED light. The Potentiometer changes the speed and brightness by changing the volts between 5 volts to 0 volts. While the volts change, the wave (Square) also changes. The top of the wave shows how long the light is on and the bottom of the wave shows how long the light is off.
