QLGA Local Rules (Updated March 1, 2023)
Out of Bounds (OB) is defined by all fenced off private property areas and/or white stakes or lines, defining course boundaries.
Penalty areas are defined on the course by RED stakes or lines or per the handout provided by the Rules Chairperson. Point of reference for lateral and back on the line relief for one penalty stroke is where the original ball last crossed into the penalty area where the ball now lies. Balls stopping on any bridge over a penalty area are considered part of the penalty area.
Ground Under Repair (GUR) is defined by white paint on the ground and by default includes holes made by maintenance to include tree trunk/pipeline/stake holes, material piled up for removal, and animal habitats.
If there is a possibility your ball is lost outside a penalty area or OB, you should play a provisional ball for pace of play. If you find your original ball and it is not OB, then you MUST play your original ball. Your provisional ball is now a wrong ball.
If you did NOT hit a provisional ball and your ball is lost outside of a penalty area or OB, Model Local Rule (MLR) E-5 is in effect in its entirety to include dropping a ball on the line from the point you estimate your ball is lost or went OB up to 2 club lengths into the fairway edge, no closer to the hole, for two penalty strokes.
You may always take unplayable ball relief if you find your original ball and it is NOT OB and NOT in a designated Red PENALTY area. The point of reference for lateral or back on the line unplayable ball relief, for on penalty stroke, is the spot of the original ball.
You may take Stroke and Distance relief anytime, anywhere on the golf course.
MLRs E-2 (cleaning ball) and E-3 (referred lies) will be enacted when conditions dictate.

Right side RED staked PA approximately 180 yards out and 8-10 yards in length along the cart path. PA extends from right side of cart path to the farthest vertical stone wall within red staked area. Otherwise OB.
No OB or laterals. Play a provisional or see above "QLGA Local Rules."
Left side, red staked PA along the water & red staked PA right side.
Red stake PA left side adjacent to water.
Red stake PA left side adjacent to water.
Red staked PA only on far side of green.
Red staked PA left side tee to green.
Red staked PA left and right side of fairway. *
Right side RED staked PA tee to green. Left side considered general playing area.
*Red stakes are presumed to be immediately adjacent to the penalty side of the cart path.
