The University shall pursue extension service programs, projects, and activities that will enable institutions, industries, and communities to contribute to the achievement of sustainable development. The following extension agenda serves as pillars in the development of the University extension programs.
The agenda draws meaning and perspectives from the literature on development studies and corporate social responsibility. These include some of the official government documents, e.g., the National Economic Development Authority's (NEDA) Ambisyon Natin 2040, NEDA's Philippine Development Plan 2017-2022, Commission on Higher Education (CHED) Memorandum Order 52 S. 2016 and United Nations Sustainable Development Goals

UNIVERSITY EXTENSION MANUAL
The formulation of this manual has been realized through the efforts of the men and women of the Extension Management Office with guidance from key personnel of the Office of the Vice President for Research, Extension, and Development. The manual has evolved from the thrusts on capability building through participatory approaches in the delivery of extension programs, community empowerment and sustainable development, to its present thrusts on the scientific, technology-based, and collaborative transfer of knowledge and expertise to achieve social transformation and empowerment. The Sustainable Development Goals (SDGs), also known as the Global Goals, were adopted by the United Nations in 2015 as a universal call to action to end poverty, protect the planet, and ensure that by 2030 all people enjoy peace and prosperity.
The 17 SDGs are integrated—they recognize that action in one area will affect outcomes in others, and that development must balance social, economic and environmental sustainability.
Countries have committed to prioritize progress for those who're furthest behind. The SDGs are designed to end poverty, hunger, AIDS, and discrimination against women and girls.
The creativity, knowhow, technology and financial resources from all of society is necessary to achieve the SDGs in every context.
EXTENSION PROJECT PROCESS
The college, branches, and campuses have to go through a certain process for the successful implementation of their extension program. The following steps should be considered and followed:
The EMO shall extens a call for college/ branch/ campus extension projects via multiple channels with assistance from the respectoive faculty extensionists.
After submissions are received, the EMO shall evaluate the extension proposals via the Extension Evaluation and Monitoring Center (EEMC)
If the EPPEC has approved the proposal, it shall be sent back to the EMO and the director shall release an endorsement letter approved by the OVPREPD for the issuance of a Special Order (S.O.). The SO shall signify the release of the budget request to the college/ branch.
Upon the release of the fund, the proponent is given the notice to proceed with the implementation of the extension projects.
The EMO shall monitor the implementation of activities of the proponents to determine if targets have been achieved.
The project proponents, assisted by the Faculty Extensionist, shall prepare the terminal report to be noted by the Director for approval of the VPREPD.
