The University operates through the guidance of its Four-Year Institutional Development Plan. This is carried out by the following sectors: Office of the Executive President, Office of the Vice President for Academic Affairs, Office of the Vice President for Administration, Office of the Vice President for Student Affairs and Services, Office of the Vice President for Research, Extension, and Development, Office of the Vice President for Finance, and Office of the Vice President for Branches and Campuses.
The Institutional Development Plan (IDP) of the University was revised in order to align it with the new Vision and Mission Statement. The new IDP from 2020-2024 expanded the 2012-2020 from an 8-point agenda to a 12-point agenda. The new IDP emphasized on system improvement In the process of delivery of services given to stakeholders, on ensuring the welfare of the University’s administrative employees and its faculty, and on promoting sustainable social development programs and projects.
Clearing the paths while laying new foundations to transform PUP into an Epistemic Community was the vision of then-President Emanuel C. De Guzman. This visionary leader was guided by his Eight-Point Agenda. Accordingly, the IDP was revised during the term of President Manuel M. Muhi covering 2020-2024.

To properly and efficiently implement the Institutional Development Plan and realize the PUP Vision and Mission, the University academic and non-academic units are required to formulate, monitor, and evaluate the yearly operational programs and projects through its Action Plan.
Brief Description of PUP Action Plan
The University Action Plan contains the objectives, key results areas, strategic action description, time schedule of implementation, and budgetary requirements for each of the Ten Pillars. The Unit Action Plan serves as guide for each delivery unit so that the activities, programs, and projects to be implemented in a particular year are attuned with the Institutional Development Plan of the University.
In line with the current vision of the Polytechnic University of the Philippines (PUP) on becoming a National Polytechnic University, current PUP President, Dr. Manuel M. Muhi, issued an office memorandum on 0ctober 20, 2020, on the cascading of the PUP 2020-2024 Institutional Development Plan. All heads of offices/delivery units were instructed to adapt and disseminate the PUP Institutional Plan 2020-2024 as well as the operationalization of the PUP’s plans and projects to ensure an inclusive and equitable, quality education and to promote lifelong learning opportunities through a re-engineered polytechnic university.
Clearing the paths while laying new foundations to transform PUP into an Epistemic Community was the vision of then President Emanuel C. De Guzman. Consultations with the PUP community were conducted to formulate the PUP Eight-Point Agenda.
The PUP held its first virtual Institutional Development Planning (IDP) from November 5-10, 2020 via Zoom.
Executive officials led by President Dr. Manuel M. Muhi spearheaded the activity, with each sector and office coming up with action plans to help spur the President’s vision of a National Polytechnic University.
