Descriptions of Board Member duties, from our Bylaws

For the elections being held on June 7th, 2023, we are looking to fill all positions listed below for the 2023-2024 school year

As always, all parents of students at PS 132 are automatically members of the Parent Association.

You do not have to be a member of the Executive Board to volunteer or lead within the PA! If you are interested in a leadership role on a temporary basis, you can establish or join a committee (or chair/co-chair a committee), or volunteer to run or assist with a specific event or project. We are always looking for any and all talent, energy, experience and ideas

Duties of the Executive Board as a Group

 

The primary duty of all board members of the PS 132 PA, regardless of title, is to support and advance the objectives stated in Article II.  While there are responsibilities and activities that are specific to the titles as outlined below, board members may self-organize to best achieve the goals of the organization.


All positions on the executive board of the organization may be held jointly by more than one member (co-members) who run together as a slate at the time of their election.


There shall be no qualifications for any office other than to be a parent of a child attending PS 132K.

Mandatory Positions

President

The President shall provide leadership for its members. The President shall preside over all meetings of the PS 132 PA and shall be ex-officio member of all committees except the Nominating Committee. The President shall appoint Chairpersons of standing PS 132 PA Teams and Committees with the approval of the Executive Board. The President shall attend all regular meetings of the Presidents’ Council and also be a core member of the School Leadership Team (SLT). The President shall meet regularly with the Executive Board in accordance with these bylaws to plan the agenda for the General Membership meetings. The President shall oversee and enforce the Treasurer’s yearly responsibility to file income and related information with the IRS in order to ensure that the PS 132 PA retains its tax exempt status. The President and/or their designee shall represent the PS 132 PA on District Committees. 

Treasurer

The Treasurer shall be responsible for all financial affairs and funds of the PS 132 PA. The Treasurer shall also be responsible for maintaining an updated record of all income and expenditures and shall be one of the signatories on checks and withdrawals. The Treasurer shall adhere to and implement all financial procedures established by the PS 132 PA. The Treasurer shall present and provide copies of financial reports at all General Membership meetings, including the January 31 Interim and June Annual Financial Reports. They shall make available all books and financial records for members upon request and for audit when necessary. The Treasurer shall be responsible for the yearly filing of PS 132 PA’s income and related information on form 990-EZ or the successor form with the IRS in order to ensure retention of PS 132 PA’s tax exempt status. 

Recording Secretary

The Recording Secretary shall maintain the official record (minutes) of the proceedings and actions of all PS 132 PA meetings. The Recording Secretary shall organize and make available to the membership all meeting  notices, agendas, sign-in sheets, and other necessary materials. The Recording Secretary shall prepare and read the minutes of each General Membership meeting and ensure minutes are available to members. The Recording Secretary shall forward all notices, agendas, and meeting minutes to the Parent Coordinator and the Coordinator of Engagement and Outreach for school-wide distribution and online publication, respectively. The Recording Secretary shall sign and incorporate all amendments into the PS 132 PA bylaws and shall ensure that signed copies of the bylaws are on file in the Principal’s office.

Non-Mandatory Positions

Vice President

The Vice President shall assist the President and shall assume the President’s duties in their absence or at the President’s request.

Engagement and Outreach Coordinator

The Engagement and Outreach  Coordinator shall oversee all PS 132 PA fundraising activities, serving as a representative of the PS 132 PA to potential and current funders and coordinating volunteers as needed. They shall help develop fundraising processes as well as design and implement internal tracking systems for resource development. They shall cultivate relationships with existing and new foundation, individual, and corporate donors and sponsors. The Coordinator of Engagement and Outreach shall liaise with a Grant Writing Committee  to research, write, and edit grant proposals as needed, as well as develop budgets for grants and corporate giving. They shall also take ownership of the development and implementation of communications and public relations plan to advance brand identity to broaden awareness of the PS 132 PA programs and events. They shall manage the online presence of the PS 132 PA and serve as the spokesperson on media interactions that help promote the PS 132 PA and ensure coverage surrounding programs, special events, and public announcements. They shall announce and advertise all PA meetings, events, news, information, calendars, and PR on the PS 132 PA website and social media sites.

Technology Coordinator

The Technology Coordinator will work with the Executive Board to develop and manage the PA’s digital/online databases, files, digital copies of paper notices, announcements. During meetings, they will be responsible for ensuring a virtual component is available.

Standing Committees

As per our Bylaws, there are several committees that always exist as part of our organization (or exist as needed, annually, without needing a vote to be formed).

The President will appoint standing Committee Chairpersons with the approval of the Executive Board. Ad-hoc committees shall be established by Executive Board approval. Only Chairpersons of the standing committees will be allowed to vote on Executive Board issues. The standing committees of the PS 132 PA are the following:

Audit

The Audit Committee shall conduct an internal audit of all financial affairs of the PS 132 PA. The Treasurer shall make all books and records available to the Audit Committee. The Audit Committee shall prepare a written report to be presented to the membership at a General Membership meeting or upon completion of their review and investigation.


Parent Empowerment

The Parent Empowerment Committee shall be responsible for encouraging parent participation, outreach, and recruitment. The Chairperson of the Parent Empowerment Committee shall make every effort to coordinate their outreach efforts and strategies with the school team. The Parent Empowerment Committee shall also prepare a newsletter to all members which contains, at a minimum, messages from the Principal, PS 132 PA President, list of Executive Board members, all PS 132 PA meeting dates, student and parent events, school policies, budget, and any other material deemed appropriate by the PS 132 PA. The Committee shall also be responsible for maintaining a current list of members.


The Parent Empowerment Committee shall also work in conjunction with the PS 132 PA Executive Board in order to provide a neutral forum for resolving conflicts that sometimes occur in schools around controversial issues. In accordance with the CR A-660, any parent member can bring any issue to the PS 132 PA involving their children’s education and their relationship with PS 132K. The Parent Empowerment Committee shall provide a mediating function as well as a preliminary review and screening process. The Parent Empowerment Committee shall meet in conjunction with the PS 132 PA Executive Board, PS 132K Administration, and/or the Community Education Council depending on the nature of issues raised and the resolution thereof.


In addition, in advance of annual elections for the Executive Board every spring, a Nominations Committee is formed for the purposes outlined below:


4.1 Nominating Committee

A Nominating Committee must be established during the April General Membership meeting. The Nominating Committee shall consist of three to five members. The majority of the committee members must come from the General Membership. The remaining members of the Nominating Committee shall be selected by the President and subject to the approval of the Executive Board. The Nominating Committee shall choose one of its members to serve as chairperson. No person employed at PS 132K shall be eligible to serve on the Nominating Committee. No person who is running for office may serve as a member of the Nominating Committee.


The Nominating Committee shall solicit candidates from the membership in writing. Notices should be translated into languages spoken by parents in the school whenever possible. The Nominating Committee will also be responsible for conducting the election meeting. 


The Nominating Committee’s duties include the following:


If a Nominating Committee cannot be formed by the end of April, the Executive Board must communicate that the nominations and election process outlined above will proceed under the direction of at least two members of the PS 132 PA who are not running for office. These members will be selected to serve in this role by vote of the General Membership at the May General Membership meeting. They will perform the responsibilities and adhere to the timeframe outlined in this section of the bylaws. They may also seek assistance in conducting nominations and the election from FACE; the appropriate region/district Presidents’ Council; the Principal or their designee; and/or the region/district Superintendent or their designee.


If at least two members of the PS 132 PA who are not running for office are not/can not be identified to conduct the nominations and election process, an expedited election will be conducted during a single meeting where all nominations are taken from the floor for all offices immediately prior to the election.
