The famed 'Phantom Thief' of New Halcyon, who disappears in the blink of an eye. As he is always on the run, the authorities have a horrible time trying to catch up to him. The one time he was almost caught was when Detective Aetos foresaw his next heist and ran into him on the scene, however, he managed to escape without so much of a scratch on him. This however, reportedly, made the thief curious about how he was nearly caught. With Lucian out of the policeforce, he will sometimes jokingly answer his calling cards, but won't answer any summons from the Government or The Resistance itself.
