Learning Hub - Education from 1986 to Present(Global Education, Education for all)

The period after the 1986 EDSA People Power Revolution marked a turning point for Philippine education. The restoration of democracy led to greater emphasis on reforming the education system to be more inclusive, accessible, and aligned with international standards.

A. Focus on Education for All (EFA)

In 1990, the Philippines became one of the signatories of the World Declaration on Education for All during the Jomtien Conference.

This commitment aimed to provide basic learning needs for all children, youth, and adults.

The EFA 2015 National Plan was launched to reduce illiteracy, increase enrollment, and improve the quality of education.

B. Rise of Global Education

Education in the Philippines began to integrate global perspectives, preparing learners to participate in an interconnected world.

This included emphasizing digital literacy, environmental awareness, and multicultural understanding.

Schools promoted values of peace, human rights, and sustainable development.

C. Creation of Education Agencies

To manage and specialize in different educational levels and needs, three major agencies were formed:

DepEd (Department of Education) – Manages basic education (K-12)

CHED (Commission on Higher Education) – Oversees colleges and universities

TESDA (Technical Education and Skills Development Authority) Focuses on tech-voc and skills training

D. Implementation of K to 12 Program

In 2013, the Philippines implemented RA 10533 or the Enhanced Basic Education Act, which introduced the K to 12 system.It added Kindergarten and two years of Senior High School, aligning the Philippines with global education standards.

Students now choose tracks (Academic, Tech-Voc, Sports, or Arts and Design) to prepare for college or work.

E. Alignment with Sustainable Development Goals (SDG 4)

As part of the United Nations Agenda 2030, the Philippines committed to SDG 4: Quality Education.

This goal promotes inclusive and equitable education and lifelong learning for all.

From 1986 to the present, education in the Philippines has undergone massive changes aimed at democratizing access, improving quality, and preparing Filipinos for both local and global opportunities. By aligning with global frameworks like EFA and SDG 4, the Philippines continues to push for an education system that empowers learners and contributes to national and global progress.
