The JNAC SWM platform, which includes the mobile client application, supervisory tools, and backend databases, is designed, hosted, and technologically powered by Aadrika Technologies ("Aadrika Technologies", "We", "Us", or "Our"), functioning as the primary technological operator and data processor. The administrative data controller and beneficiary of the information is the Jamshedpur Notified Area Committee (JNAC), Jharkhand, India. Aadrika Technologies manages the servers, code updates, bug resolutions, and encryption systems, whilst JNAC retains the administrative and regulatory oversight of the municipal datasets generated through the platform.
CRITICAL GOOGLE PLAY STORE POLICY DECLARATION: This application, "JNAC SWM" (Solid Waste Management), is developed, hosted, and operated by Aadrika Technologies, a private technology firm, under formal authorization and contract from the Jamshedpur Notified Area Committee (JNAC), an urban local body under the Government of Jharkhand. While the platform facilitates municipal solid waste management, civic surveys, and grievance redressal operations, Aadrika Technologies is the primary technical operator. This app does not represent the government of India or the state of Jharkhand directly, but rather operates as a utility vendor-managed platform to execute JNAC's public municipal operations.
We collect personal information that you voluntarily submit to the platform during registration, profile setup, and survey completion. This includes, but is not limited to:
Full name of the citizen, house owner, or municipal worker.
Primary contact mobile number and alternative mobile numbers.
Email address (optional for citizens, mandatory for administrators and operators).
Full residential or commercial address, including landmark, street name, building number, and holding number.

In addition to personal information, the platform automatically logs technical data generated during app interactions. This data is collected to maintain platform integrity, troubleshoot API bugs, and prevent cybersecurity breaches. Automatically logged information includes:
Mobile device manufacturer, model, and physical screen dimensions.
Device operating system type, version, API level, and build configuration.
Unique device identifiers, such as the Android ID or device IMEI.
Mobile network carrier name, network type (Wi-Fi, 4G, 5G), network signal strength, and internet protocol (IP) address.
Application usage logs, page views, click actions, navigation paths, and transaction timestamps.
Crash reports, system memory utilization, and backend latency values.

Pin the user's exact household holding location during ward profiling.
Auto-fill coordinates when a citizen files a grievance regarding uncollected trash.
Determine the closest public waste collection bin or sorting facility. Foreground coordinates are securely sent to our backend servers only during active interactions.
BACKGROUND LOCATION JUSTIFICATION: For Sanitation Drivers, Waste Collectors, Street Sweepers, and Municipal Inspectors, the App collects precise location coordinates in the background, even when the app is closed, minimized, or not actively in use. This background collection is an essential operational requirement to:
Monitor and audit garbage collection routes to ensure the entire municipal sector is covered.
Calculate operational key performance indicators (KPIs) such as shift start/end locations, distance traveled, and vehicle speeds.
Enable JNAC supervisors to audit field operations in real-time.
Provide citizens with real-time tracking of their assigned municipal waste vehicle. Background location tracking is active only during designated shift hours for registered municipal workers.
The application requests permission to access the device's camera. This access is limited to the following use cases:
Grievance Logging: Citizens capture real-time, geotagged photographs of public trash piles, blocked sewer lines, or sanitation failures to provide visual evidence.
Work Validation: Waste collection drivers and field supervisors take photos of cleaned areas or completed waste bin disposals to prove ticket resolution. Photos captured within the app include metadata mapping the GPS coordinates to verify the exact scene of the snapshot.
The app requires permissions to read and write to the device's external storage (or gallery). This permission allows the application to:
Cache application assets, map fragments, and form templates locally, optimizing performance.
Temporarily store captured photo files before uploading them to the cloud database.
Allow users to select existing photos of waste complaints from their gallery when offline connectivity prevents real-time captures. The app does not scan, read, copy, or index any other personal files, folders, documents, or media on your device.
The application requires constant communication with our central servers. The network state permissions allow the app to:
Check for active internet connections before attempting to send data, preventing data loss by caching submissions offline.
Select optimal data pathways depending on whether the device is using Wi-Fi or cellular networks.
Ensure data uploads occur when signals are strong, reducing battery depletion on low-connectivity routes.
Under the Swachh Bharat Mission and JNAC directives, the platform facilitates demographic and sanitation surveys. Data collected includes segregation practices (wet, dry, sanitary, electronic, and hazardous waste), frequency of waste collection, waste bin availability, and citizen feedback on local hygiene. This survey data is consolidated, anonymized, and analyzed to draft administrative reports on municipal compliance.
For registered sanitation employees, the platform functions as an operational audit system. The application records vehicle registration numbers, collection shifts, dump site check-ins, scale weights, and bin-emptying confirmations. This logging is mandatory to ensure municipal operational standards, optimize fuel consumption, and prevent unauthorized dumping in restricted forest or water zones in Jharkhand.
When a citizen reports a grievance through the app:
The complaint description, coordinates, ward number, and attached photograph are logged.
The system assigns a unique ticket ID and dispatches it to the respective ward inspector.
Status updates (e.g., "Assigned", "In Progress", "Resolved") are synced and shown to the citizen. The user's contact information may be shared with the resolving inspector if contact is necessary to find the complaint location.
We process your personal and spatial data based on the following legal grounds:
Public Interest & Governance: For the administration of municipal services, waste collection, and municipal hygiene.
Contractual Necessity: To perform operations requested by you, such as resolving a filed complaint.
Consent: When you opt-in to permissions and submit surveys.
Compliance with Indian Law: Adhering to government records laws, SWM Rules 2016, and judicial notices.
The platform does not employ automated profiling algorithms that negatively impact citizen access to services. Automated systems are restricted to route optimization algorithms for waste trucks and the auto-assignment of grievances to the closest local ward inspector based on GPS boundary mappings.
DATA LOCALIZATION ASSURANCES: In strict compliance with Indian cybersecurity guidelines and the Digital Personal Data Protection Act, 2023, all personal data, spatial history, photos, and survey records collected by JNAC SWM are hosted on secure cloud servers physically located inside the geographical boundaries of India. No data is stored, mirrored, or transferred to cloud repositories outside of India.
Aadrika Technologies employs robust technical, physical, and administrative measures to secure data:
Transport Encryption: All APIs utilize TLS 1.2/1.3 and HTTPS protocols.
Data at Rest Encryption: Sensitive identifiers, GPS tracking streams, and passwords are encrypted using AES-256 protocols.
Firewalls & VPCs: Databases are stored behind managed cloud firewalls in an isolated Virtual Private Cloud (VPC), with access limited to authorized administrative IPs.
Personal and spatial data is retained only for the duration necessary to satisfy the objectives outlined in this policy.
Location logs of field workers are stored for a maximum of 180 days for operational auditing, after which they are archived or deleted.
Citizen accounts remain active until deletion is requested.
Grievance logs and survey answers are kept as permanent municipal records in line with Jharkhand Government records laws.
Users retain full rights to request the deletion of their personal accounts and the removal of their data.

You can withdraw your consent to data processing at any time by disabling the permissions (such as Location, Camera, or Storage) in your device's System Settings, or by closing your user account. Withdrawing consent does not affect the legality of any data processing performed prior to the withdrawal.
We share collected data with the Jamshedpur Notified Area Committee (JNAC) and the Urban Development and Housing Department, Government of Jharkhand. This information is utilized for policy drafting, budget allocations, compliance checks, and performance tracking of waste disposal services. We never sell, lease, or share personal data with external commercial marketing companies.
The application integrates specific third-party Software Development Kits (SDKs) to perform core functionalities:
Google Maps API: Used to display maps, trace waste vehicle routes, and select coordinates.
Firebase Services: Used for system analytics, push alerts, and crash reporting.
SMS Gateways: Third-party gateway services to send registration and alert OTP messages. These processors are bound by strict data processing clauses and cannot use your data for marketing.
The JNAC SWM app is intended for use by adults, property owners, and administrative personnel. It is not marketed to or designed for children under the age of 18. If we discover that personal data has been collected from a minor without parental consent, we will take immediate steps to delete the information.
We do not transfer any personal or location datasets outside the borders of India. All technical partners, map caching servers, and cloud resources are restricted to domestic data centers to safeguard national and user interests.
