President Baiyu Liu will defend the independence of the KCLSU and student democracy at King's College London. The President-Elect shall make a Proclamation on a Referendum on Membership of the National Union of Students on his first day in office, to be submitted to the Board of Trustees of the KCLSU on his first day in office. 

President Liu shall appoint the Co-Chairs of the NUS Referendum Policy Office ("RPO") and direct them to lead the effort to produce a thorough, comprehensive assessment of the KCLSU's continued membership of the NUS and NUS Services Limited, including but not limited to the financial cost, and a list of alternative consortiums, supply chains, and student's union associations. The RPO shall produce this report in light of the KCLSU's commitment to student democracy. and providing students with the choise of nationwide affiliation.

The RPO Report will serve as advisory material to the KCLSU Delegation to the NUS and their external relations approach to the NUS Conference. President Liu will direct the RPO Co-Chairs to draft the Referendum Bill to be presented to the KCLSU Board of Trustees.
