Restrictive Procedures

Minnesota law and Minnesota Department of Education (MDE) guidance require an IEP team review when restrictive procedures are used twice within 30 school days or when a pattern emerges because repeated use signals that the current behavioral supports may not be sufficient to ensure student safety and access to learning. 

This requirement is grounded in Minnesota Statutes §125A.0942, which emphasizes that restrictive procedures must remain rare, emergency interventions—not ongoing behavior management strategies. The review process ensures schools shift from reactive crisis response to preventive, evidence-based behavioral supports.
