There are three (3) role-types: Spokespersons, Note-takers, and Envoys. These roles can, and should, be rotated through each group's members. If there are only two of you, you are both note-takers and should split the role of spokesperson and envoy accordingly.
Deliver platforms, keep presentations short and conduct negotiations in a coordinated fashion.
Only one or two speakers should be contributing at one time so this role should be rotated through team-members.
For all discussions there should be one ore more note-tkaers. Each group may have their own or a negotiation table may choose to elect a single note-taker.
Note-takers may interject in any round-table discussion to ask for items to be repeated or clarified.
When more information from other countries is needed, groups may send an envoy to speak to a representative.
Request an Envoy card from the instructor before making request to speak. Receiving groups should respond promptly to envoy requests.
Obtaining and Assigning the Floor
A participant raises their country card when no one else has the floor or if the facilitator is calling for a speakers list
The facilitator recognizes the participant by their country name
The Motion is brought before the assembly
A recognized participant makes a motion: "I move that ..." and resumes seat
At a call for seconder, a participant raises their country card to second the motion
The facilitator re-states the motion and calls for discussion/consideration of the motion
Consideration of the motion

Debate is open to participants who must be recognized by the facilitator before contributing
The mover and/or author of clause under discussion has first right to the floor
Debate must remain confined to merits of the motion
Remember Susskind and Cruikshank's Ground Rules! Be candid, avoid grandstanding no personal attacks, stay on track, and seek options for agreement, etc.
Debate can be closed by motion to end debate and vote of 2/3 of plenary or by discretion of facilitator
4. Motion is put to a vote
The facilitator calls the question and proceeds to take the vote
Raise your country card to cast your vote - each country can vote only once
Votes will not be recorded unless a request is made to record a country's vote, this is usual only in instances of abstentions.
