When you and at least one or more other member states have agreed to merged clauses you should submit a new resolution proposal reflecting the merger and listing joint-authorship.
Find one or more partners to draft a merged proposal.
Agree to the shared text of the operational clauses. Pre-ambulatory clauses can be fairly vague or reduced on this point.
Every proposal should merge recommendations from at least two member states, there is no maximum to how many states can merge proposals.
Place the new text in a resolution framework document which lists all of the submitting countries as authors.
If the authors agree, you may add your name to a proposal just to support it! You do not need to add your own content.
You may submit a few different documents - for example, it might be a good idea to submit shorter resolution recommendations thematically.
